Fort Leavenworth School District is one of six school districts participating in a Special Education Cooperative.  As a part of the Leavenworth County Special Education Cooperative (LCSEC), the children of Fort Leavenworth residents will have access to all programs should a child need them.  Programs offered include:  Early Intervention Development Services, Learning Disabilities, Speech and Language, Occupational and Physical Therapy, Gifted, Severe Multiple Disabilities, Mental Retardation, Deaf/Hard of Hearing, Visually Impaired, Emotional Disturbance, Autism, Traumatic Brain Injury, and School Psychology.

All schools on post have services for speech and language, learning disabilities, occupational and physical therapy, gifted and school psychology.  All other services not provided on post are available in the LCSEC and transportation will be provided by the Board of Education.  The Early Intervention Development Services program is available for qualifying 3 and 4 year olds.

The gifted program is primarily a “pull out” program in grades 1-9.  LCSEC eligibility for the gifted program requires a student to have:  1.) a current standardized individual test of intelligence with a composite rank at the 97th percentile or above on national norms, (i.e. WISC III, Stanford-Binet) and 2.) a current standardized achievement score with a composite rank at the 95th percentile or above on national norms, (i.e. Iowa Test of Basic Skills) and 3.) a demonstrated need for a special education program.  All students who receive gifted services through the LSCEC have an Individualized Education Plan (IEP).
